Job Description and Duties

As a member of the Personnel Management Division, you will partner with your teammate to evaluate current HR training primarily in the areas of classification and compensation and design, deliver, and evaluate training courses to ensure the best possible outcomes.  You will partner with other experts at CalHR, including those in the Workforce Development Division, to ensure current and future customer needs are met.  You will ensure high-quality training is being delivered by, among other things, analyzing course feedback and developing and administering pre-and post-training assessments. You will provide a strategic view, determining the ongoing needs for specific training courses based on historical offerings, feedback from customers, and new or revised policies, rules, or procedures.

Special Requirements

A Statement of Qualifications (SOQ) is REQUIRED.  Interested individuals MUST submit a SOQ along with their application. The Statement is a narrative discussion of how the candidate's education, training, experience, and skills qualify them for the position.  The Statement serves as documentation of each candidate's ability to present information clearly and concisely in writing.  The SOQ is requested to elicit information regarding each candidate's interest and experience in relation to this position.  The completed SOQ should not be more than two (2) pages, using Arial, 11 point font size.  Resumes, letters, and other materials will not be considered as response to the SOQ.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate will have a strong mix of training experience and knowledge of the state’s classification and compensation system.  Strong analytical, communication and presentation skills are a must, as is personnel consultation experience in either a control agency setting or in a line department.  Ideally candidates will have journey-level expertise with applying the principles of classification and pay, for example classification specifications, duty statements, and allocation.
