JOB TITLE: Compliance Director 

DEPARTMENT: Human Resources 

FSLA STATUS: Exempt

POSITION SUMMARY: Under limited supervision, the Compliance Director is responsible for the administration of human resources compliance programs and activities related to Office of Federal Contract Compliance Programs (OFCCP) such as EO 11246, Section 503 of the Rehabilitation Act, and Vietnam Era Veterans’ Readjustment and Rehabilitation Act (VEVRAA), as well as other government contractor compliance requirements. Advanced knowledge is required of personnel transaction data analytics strategies and translation into objectives. 

TYPICAL DUTIES: 
  • Develops and implements processes and procedures to prepare, administer, and monitor Affirmative Action Plans.
  • Prepares and manages OFCCP audit submissions, as well as annual EEO and Veteran data submissions.
  • Proactively coordinates efforts of personnel involved in recruiting, outreach to veterans, and outreach to persons with disabilities to ensure applicant tracking system data and outreach information is being compiled appropriately.
  • Coordinates efforts of those involved in HRIS, applicant tracking, compensation and other applicable systems to ensure data integrity and compliance with legislative requirements.
  • Conducts regular compliance and operational audits of applicant and employee transaction data, compensation analyses, and adverse impact analysis.
  • Conducts regular internal audits of system data related to recruiting outreach, progress towards Veteran hiring benchmarks and utilization goals by job group.
  • Identifies negative trending situations and ensures root causes are identified.
  • Recommends corrective strategies consistent with government regulations and in support of the company’s mission and business objectives.
  • Assists with the Company’s salary administration program (creating job descriptions, market pricing/benchmarking, responding to salary surveys) also acts as a resource for technical compensation questions.
  • Elevates concerns as appropriate where required data is not being compiled and tracked, and where data reflects opportunities for improvement in outreach and other employment related processes.
  • Manage relationship with external consultants and third party administrators to ensure related reports and analyses are completed and guidance on execution of EEO and Affirmative action strategies is provided as needed.
  • Ensures reporting process incorporates regulatory changes, company system and location changes, and other changes to self-identification or employee survey processes.
  • Develops and delivers individual and group training on data tracking, HR policies and practices related to affirmative action, diversity inclusion, recruiting outreach to veterans and persons with disabilities, progress towards goals and benchmarks, etc.
  • Maintains current knowledge of government regulations, industry trends and best practices.
  • Makes recommendations to improve current programs and processes, ensure company legal compliance, and support diversity inclusion efforts.
  • Ensures that legally required federal, state and local notices and posters are included in required postings for all company locations.
  • Perform other duties and special projects as assigned.

  • TYPICAL QUALIFICATIONS 
  • Bachelor's degree in Human Resources, Business Administration or related field and/or equivalent combination of education and/or experience.
  • Five years progressive HR experience including responsibility for OFCCP/EEO/AAP compliance at multi-location federal contractor organizations.
  • Previous experience leading Department of Labor audit response activities.
  • Strong knowledge of human resources recruiting, applicant tracking systems, and HRIS/HCM systems.
  • In-depth knowledge and understanding of conducting adverse impact/impact ratio analysis.
  • Experience administering compensation/salary administration plans preferred;
  • Ability to perform complex analytics, identify trend analyses, and interpret data to translate into business recommendations.
  • Ability to build effective partnerships with operational and HR department personnel.
  • Professional in Human Resources (PHR) certification preferred.
  • Strong written and verbal communication skills, as well as presentation skills.
  • Strong organizational, analytical, and project management skills.
  • Excellent attention to detail, and ability to handle multiple projects and tasks.
  • Ability to handle confidential company and employee information with complete discretion.
  • Thorough knowledge and understanding of federal and state employment laws, regulations and directives applicable to federal contractors, and audit practices and procedures.
  • Demonstrated ability to provide HR consultation on issues regarding policies and compliance.
  • Advanced skill level in Microsoft office (Word, Excel, PowerPoint), relevant statistical analysis programs, and HCM reporting systems required.

WORK ENVIRONMENT: Work is performed in a normal office environment with limited privacy and some exposure to background noise. Occasional traveling to sites may be necessary. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
