Emergency Planning/Training Coordinator - Yolo County

The County of Yolo, Health and Human Services Agency is recruiting to fill one regular, full-time position in the class of Emergency Planning/Training Coordinator.

This position will assist with the development of department plans and procedures as they pertain to supporting Yolo County Health and Human Services Agency's Emergency Services program, which includes Emergency Medical Services and Public Health Emergency Preparedness. This position will be carrying out responsibilities in analyzing, planning, and implementing emergency preparedness training programs and exercises. This position is also responsible for developing technical expertise within assigned areas and acquiring general knowledge of County and Operational Area Emergency Management, as well as performing other Emergency Medical Services (EMS) operations work as required.

The ideal candidate will have:
 - A basic knowledge of emergency responsibilities, requirements, and procedures across all disciplines
 - An understanding of the requirements necessary to organize and conduct Homeland Security Compliant Exercises
 - An understanding of the Center for Disease Control's Strategic National Stockpile Program is a plus
 - EMT certification or other EMS experience a plus
 - Familiarity with volunteer management and affiliated volunteer groups (CERT, MRC, etc.) 
 - Strong computer skills
 - Strong communications skills (both verbal and written) 
 - Strong public speaking skills

Definition 
Under general direction, to implement an emergency preparedness training program and assist in the planning and coordination of public health emergency preparedness activities within the Health Department; evaluate and document program effectiveness and implement corrective actions; perform other related duties as required. 
 
Distinguishing Characteristics 
This is a single-incumbent classification is assigned to the Health Department.  This position is responsible for disaster preparedness plan development, coordination and training for programs and initiatives residing within the Health Department including emergency exercises that practice participants in their duties as disaster workers and first respondents.  Particular emphasis is placed on training development and incorporation of technology to enhance program efficiencies.
 Essential Functions:

The following duties are typical of those performed by most employees in this classification; however, employees may perform other related duties.  Not all duties listed are necessarily performed by each individual in this classification.

  • Coordinates planning and presentation of training for staff development in the areas of public health emergency preparedness;
  • Assists with the development and implementation of public health emergency preparedness and response plans; Acts as program liaison to facilitate and/or participate in inter-agency coalitions and meetings;
  • Collaborates with other health care providers and community organizations to coordinate multi-agency training and exercises related to emergency preparedness;
  • Develops and manages a learning management system to monitor training and exercises;
  • Conducts training needs assessments of department and other inter-agency personnel;
  • Coordinates with other agencies to provide public health emergency preparedness training to medical and emergency partners, government, tribal, business and other volunteers;
  • Oversees evaluation of emergency exercises and implementation of corrective actions;
  • Utilizes technology to enhance, streamline and manage emergency preparedness information and systems;
  • Interprets and incorporates laws and regulations into training related to emergency preparedness and disaster worker responsibilities and requirements; and
  • Prepares department reports as required.

 Employment Standards:

Education:  Bachelor's degree from an accredited college or university with a major in public health, biological sciences, behavioral health sciences, emergency preparedness or other related field; AND

Experience:  At least two (2) years of progressively responsible administrative, technical or operational experience in a public health, emergency medical response or health care organization.

License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Knowledge of:  principles, methods and techniques of public administration and health education including program planning and evaluation; education and training for professionals and adult populations; methods of information dissemination; principles of effective oral and written communication; principles of communicable disease transmission and control; understanding of psychology, sociology and economic influences on public health practices; organization, content and goals of public health agencies; principles and methods of public administration, including methods of developing planning documents and preparing reports.

Ability to:  develop, implement and monitor countywide programs and services; analyze programs related to organization, coordination, and implement effective solutions; develop work plan and identify resources needed to meet timelines; effectively assemble, organize and present in written and oral form, reports containing specific plans, programs and policies; prepare acceptable materials for use by communication media; communicate clearly and concisely, both orally and in writing; assist in policy development; evaluate program effectiveness and develop improvement plans; demonstrate awareness of cultural sensitivity and special population needs in the development of emergency preparedness and response planning.
