    The County of Yolo, Health and Human Services Agency is recruiting to fill one regular, full-time position in the class of Emergency Planning/Training Coordinator.

    This position will assist with the development of department plans and procedures as they pertain to supporting Yolo County Health and Human Services Agency's Emergency Services program, which includes Emergency Medical Services and Public Health Emergency Preparedness.     Definition 
    Under general direction, to implement an emergency preparedness training program and assist in the planning and coordination of public health emergency preparedness activities within the Health Department; evaluate and document program effectiveness and implement corrective actions; perform other related duties as required. 
     
    Distinguishing Characteristics 
    This is a single-incumbent classification is assigned to the Health Department.  This position is responsible for disaster preparedness plan development, coordination and training for programs and initiatives residing within the Health Department including emergency exercises that practice participants in their duties as disaster workers and first respondents.  Particular emphasis is placed on training development and incorporation of technology to enhance program efficiencies.
     Essential Functions:

    The following duties are typical of those performed by most employees in this classification; however, employees may perform other related duties.  Not all duties listed are necessarily performed by each individual in this classification.

    • Coordinates planning and presentation of training for staff development in the areas of public health emergency preparedness;
    • Assists with the development and implementation of public health emergency preparedness and response plans; Acts as program liaison to facilitate and/or participate in inter-agency coalitions and meetings;
    • Collaborates with other health care providers and community organizations to coordinate multi-agency training and exercises related to emergency preparedness;
    • Develops and manages a learning management system to monitor training and exercises;
    • Conducts training needs assessments of department and other inter-agency personnel;
    • Coordinates with other agencies to provide public health emergency preparedness training to medical and emergency partners, government, tribal, business and other volunteers;

    • Interprets and incorporates laws and regulations into training related to emergency preparedness and disaster worker responsibilities and requirements; and

     Employment Standards:

    Education:  Bachelor's degree from an accredited college or university with a major in public health, biological sciences, behavioral health sciences, emergency preparedness or other related field; AND

    Experience:  At least two (2) years of progressively responsible administrative, technical or operational experience in a public health, emergency medical response or health care organization.

    Overview of the Program Manager, HCU Position:

    The Program Specialist, HCU will work closely with the Program Director, Education to build HealthCorps program sustainability.

    The Program Specialist, HCU will be responsible for:

    • Carry out HealthCorps University program components – including establishing, engaging and cultivating district and school wellness champions for the backbone to sustainability – the District and School Wellness Councils.
    • Serve as a nutrition, physical fitness and mental resilience go-to technical assistance resource for schools within the region.

    POSITION REQUIREMENTS
    • Experience serving in a lead capacity for Training on an Information Technology (IT) implementation project.
    • Experience in preparing and presenting training material for a software solution.
    • Experience in formulating strategies in delivering digital media and classroom training based on resource availability and mode of training (i.e., creating/maintaining a Training Plan based on available resources and type of training).
    • Experience providing training for a government agency or department.
    • Experience delivering training in a classroom or virtual setting. 
    • Experience conducting alternative analysis of potential training solutions and automation.
    • Experience in  technical writing and developing comprehensive training curriculum for a large system deployment.  
    • PMP certified is preferred.
    • 5 to 10 years of relevant experience.

    Senior Trainer - Rancho Cordova, CA

    Position Purpose: Responsible for developing and conducting a variety of training programs and auditing tools.

    • Coordinate training efforts with various cross-functional areas
    • Develop and administer a universal training curriculum, employ technologies and enhance training development programs Conduct training sessions covering processes specific to departments
    • Develop teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works
    • Evaluate effectiveness of training programs, including cost and benefit analyses and communicate results to management
    • Audit team results, identify gaps in training and implement improvements in training programs
    • Review and recommend updates to policies and procedures
    • Ability to travel

    Qualifications

     


    Education/Experience: Bachelor's degree in related field or equivalent experience. 4+ years of training and auditing experience, preferably in a managed care or healthcare environment. 

    License/Certification: Valid driver's license.

    Preferred:

    Success facilitating leadership programs to all levels of the organization

    Experience and success with Instructor Led Facilitation - virtually and in-person

    Ability to travel 2-3 times per month

    Certifications with Achieve Global, Franklin Covey, MBTI or Psych Associates

    Instructional design success for virtual as well as instructor-led sessions

    Ability to work independently from other Sr. Trainers and be able to take initiative to reach goals
